Why are 2 streets in Hightstown closed?

I have drove around Hightstown and saw East Ward Street having a road closed sign barricading the street for several months. I also saw that the intersection between Wyckoff Mills Road and North Main Street is a one way street. There’s a Do Not Enter sign and barricade on one lane of Wykoff Mills Road and the other lane is a stop sign for vehicles exiting the street.

Are there any reasons why those 2 streets in Hightstown have been closed for several months? Will those 2 streets ever be open for traffic again?
