State vs City. Bus lanes vs meter revenue.

I was thinking about how much Myrtle Ave could benefit from bus lanes between Myrtle-Wyckoff and Fresh Pond rd, and something occurred to me. The buses are run by the MTA, a state agency, but the streets, and therefore the addition of bus lanes, are controlled by the city DOT. That stretch of Myrtle is all metered parking, so removing the parking to put in bus lanes means the city would lose out on a potentially significant amount of revenue from the meters.

Could this type of situation make the city resistant to putting in bus lanes due to the lost revenue? Would the MTA have any recourse in getting bus lanes, or are they completely at the city’s mercy?
