Now that parking mandate for new buildings is gone, would it apply for current under construction buildings to also get rid of building parking?

There is this building on border of ridgewood and bushwick that has been stalled for the past 10 years and its right next to the myrtle wyckoff L and M trains which makes parking pretty useless. The building is still stalled and should anchor Target. Would this under construction buildings no longer be required to provide parking spots which is super excessive
