EA charging location logic?

My local grocery store located in the NJ suburbs miles from a major highway just had ~10 new EA charging stations installed in the back of the store (still technically in the parking lot, but near the area where the supply trucks unload). What is the logic here? It is very much located in a upper middle class, single family home suburb (i.e., very few apartments). Anyone stopping to shop here would certainly have cheaper home charging available to them. I can’t imagine there would be enough employee usage even if it was free or heavily discounted. Genuinely curious.
