Is there a legal way to snake multiple Manhattan districts up into northern NY State?

One time I made a map where I had like 6 or 7 districts snake up from Manhattan into the north but later realized you need bridges connecting land mass by water. (The Hudson)

At this point what even are laws when it comes to redistricting? States in the South can just do whatever they want so we can just cross rivers, right, right…?
